First: There's no such thing as "total" surveillance, of any kind; the
cost alone would bankrupt even OGREverse nations, there would al-
ways be holes in the coverage (whether through clumsiness, broken
parts, or what-have-you), and a myriad of other issues.
Same with "perfect video footage" -- the word "mask" springs to
mind.
And, of course, the cruncher: Every attempt by a totalitarian regime
to stop raiding through mass slaughter has failed. Some targets are
missed; some innocents are killed; most people, suddenly realizing
there's no percentage in staying neutral, are driven into the anti-
government camp.
