And when and where exactly does this happen?

Never mind that turning the area into a Crater Farm is counterproduc-
tive, esp. if the idea is to *take* the land for one's own side (which is
what Nihon was trying to accomplish -- one cannot have a Greater
East Asian Co-Prosperity Sphere if all one's prospective trade part-
ners are dead and all the resources have been irradiated).

Yep, they were *really* effective in shutting down the Quebecois
separatists, Home Of The Brave, or any of the dozen or so other
groups resisting the Combine.

All the OGREs accomplished was debrisifying cities, wrecking infra-
structure, and turning people against the gov't.

Soldiers and war machines are for fighting wars; for insurgencies, one
requires -- shall we say -- more special forces....
