OK, I can understand why a track couldn't be repaired while the
OGRE is moving, but what does firing have to do with it? I'd allow
the OGRE to fire (the engineers are too busy,  of course).

An unnecessary restriction (the availability of repair tracks is already
limited by the point-value limit for the scenario), and a nonsensical
one (there's nothing a factory can do that a Vulcan and a load of
ENG can't also do -- the only real difference is in the availability of
supplies, which is covered by the point-value limit).

Other than that, it sounds interesting.
