[Ogre] Fixing treads

I wish someone would throw together the comprehensive book of "repair
& building stuff" rules.  Should have rules for:


1) Unsticking stuck armor
2) Revetments
3) repairing/creating bridges etc
4) repairing / assembling / reloading Ogres
5) setting up LADs, Howitzers
6) Satchel nukes? and other engineer abilities
7) Salvaging non-XXed armor
8) Reloading Cruise Missile Crawlers

others?

All these sorts of things should be doable FAST!

Once the shooting starts Ogre repair is going to have to be
unrealistically fast in order to be useful.  This is an unfortunate
correllary of the feedback loop Ogre has in common with most wargames:
superior force leads to multiplying advantage.
