[Ogre] Fixing treads

Another wrinkle for engineers.

The spare parts to repair one tread unit cost one VP and can be carried by
an engineer squad in place of their normal atomic charges.  (A hovertruck
can carry 6 points of spare parts when not transporting troops.)

At the end of every turn that an engineer squad has spare parts available
(either carried or in a hovertruck stacked with them) and is stacked with
a friendly ogre that the squad is working on and none of the units
involved move or fire roll one die and on a 5 or 6 the engineers consume
one point of spare parts and fix one tread unit.

The number of engineering squads that can work on an ogre at one time is
equal to three times that Ogre's ramming dice.

One third of the total damage done to an Ogre's treads is permanent and
cannot be repaired in the field like this.
