For a Notary Public, try your bank. Most of them have one or two around and 
will ussually do it for free if you have an account.  If not, a currency 
exchange should have one but  they charge.

As for the Deluxe OGRE. I have one in NM condition that I'ld be willing to 
part w/ . I'ld accept any decent offer. I'll get it from my parents house 
this weekend as the family & I are going for a visit.
