Well, for starters, which map are we using? _O_ board, the GEVs
mop the floor with the tracks, while the Mk. V and SHs bludgeon
each other to a draw. Add streams, and the fight's a bit more even.

The problem here is that the "balance" issue was decided *before*
terrain features more advanced than "can|cannot cross" were intro-
duced.
