[Ogre] Meeting Engagement

Ogre Strategy Rule 1:
In a balanced scenario, with players of equal skill, by far the most
important turn is the turn two forces meet.  Whoever comes out of the
meeting engagement with a slight edge will see it compounded turn
after turn after turn, until it becomes insurmountable.

Therefore, make triple-super-sure the meeting engagement is as good as
you can get.
