Well, I think that started in the 20's with Trenchard and Douhet and the 
other strategic aerial bombardment pioneers... I would figure that an Ogre 
breaking through into enemy territory would be tasked to attack strategic targets. As 
for DELIBERATE targeting of noncombatants; why not? In canon you are popping 
nukes off like popcorn already, and cruise missiles are probably in the 
multikiloton range (guessing by the 1500 meter craters they leave all over the map.

I always thought that the mindset of the Last War politics was more like 
W.W.I than WW2. Both sides are non democratic oligarchies (which remind me of the 
Soviet Politburo which I liken in temperament and behavior to the Mafia...). 
Both sides are equally unsympathetic to me, and both sides pushed for the war 
-- neither could legitimately claim self defense...I could see BOTH sides being 
ruthless enough to deliberately target civilians if it advances their war 
aims.
