Probably more than a dozen of us will chime in on this, so just ignore me  if 
someone more eloquent beats me to the punch.
 
"Tread Units" are not (just) treads.  They represent the entire  (non-weapon) 
structure of the Ogre including drive motors, control systems,  sensors, 
power plant(s), etc, etc.
 
An Ogre that has lost most of it's treads hasn't just lost tracks.   It's 
dealing with reactor damage, sensor damage, drive motor damage (you get the  
picture).  If you are an Ogre with a squad of engineers climbing around  inside 
your structure trying to patch you together, you'd be a bit reluctant to  spike 
your reactor to fire weaponry just as they're pulling your primary coolant  
system controller for repair/replacement.
 
...Not to mention that the afore mentioned engineers will probably initiate  
some sort of lock-down on the Ogre they're working on to prevent just such an  
event.
