Bit of both, actually -- it's one thing to have the knowledge of what
to do with a given failure, but quite another to be able to actually
accomplish the physical task. In this case, the real qualifier is "can
we fit this person into a CEBS", not "will the hypno stick". In simple
terms: If there's a lot of actual physical activity involved, it's a High-
Demand occupation. Pushing pencils (well, styluses) is not a major
effort.

I believe the idea was that the CEs are pulling the tracks off the back
of a truck (hover or wheeled), and only humping them as far as the
distance between truck and OGRE. :)
