Hmmm.  do I understand this correctly?
 
"Defender gets: 20 Heavy Tanks, 20 Missile Tanks, 60 squads of infantry,
200 veeps of miscellaneous whatever,  Setup anywhere."
 
So the defender gets 20 heavies, 20 MSL, and 60 squads = 360 points,
plus 200 points of whatever?  That would be 560 points.
 
The attacker (at 532 points) would get creamed, especially when you
figure the defender gets 30 points of reinforcements per turn.
 
A better defense would be in the 400 point range, I'd say.  Or maybe 300
points plus a Fencer.
 
However you work out the game balance in the end, it sounds like a hell
of a scenario.
