I have some suggestions for this conversion.

First, non-Ogre units ride the rails at move 7, which is the same speed as
a large GEV unit (which includes either infantry or hovertrucks) on roads
or water.  Armor or Ogres on the road are about half as fast.

Second note that laser towers have a range of three 20 mile hexes and that
cruise missiles can travel much further than that.

Finally remember that most of those X results on the CRT are easy to
repair with a few hours work.
