OK -- for the benefit of those who *aren't* on that list, what the
heck brought this on? How can Nihon invent Missile Racks "first"
when it's explicitly stated that they *didn't*?

Why not let them develop a "Tertiary Battery", rather than AP?

Umm, if the attack is "always at" a particular odds, why does it have
a Defense Strength?
Since you're asking about Nihon Vehicles, here's something I
Cobb-led together :) :
NIHON MOBILE SECONDARY BATTERY
A:3; D:3; R:3; M:3; MM: TNK; PTS.: 6.
HISTORY: Having to deal with massed Chinese Militia and "first-
generation" Armor attacks gave Nihon a major headache. Their
OGRE equivalents were effective, but far too few to be everywhere
they were needed. Nihon needed more and better guns on the field,
quickly.
It is not known who decided to graft a "Steel Warrior" secondary
turret to a stripped-down heavy tank chassis, to serve as a counter-
part to Nihon's Heavy Tanks. What is known is that the idea work-
ed; the unit was faster, better-defended,and longer-ranged than the
Chinese armor forces. Working in concert with Heavy Tanks, these
units helped stem the Chinese tide.
They fared less well in the course of the Invasion of the Combine;
they had a reach advantage on Combine Heavys, but lacked the
overland capabilities of the Western unit, and so were forever find-
ing the Western tanks taking shortcuts and getting behind them.
In the Factory States era, these units can be found in the old Nihon
homelands, eastern China (rarely), and western North America (near
WNA military autofacs -- the specs were captured when the Nihon
invasion collapsed).
