Could not the Combine have built (or appropriated) more perma-
nent facilities in Spain and/or Portugal, as well as the LC lands?  If
nothing else, the parts are shipped in, and assembled there.

There's also an option I thought up a while back: Imagine a sub-
marine hull, with the interior empty save for a power take-off. At
the Sea-Tac facilities, or other ports, the shell waits at a slip (think
oversized boat dock). The OGRE backs into the shell, and is con-
nected to the power take-off. The OGRE then uses its fusion plant
to power the shell's props|thrusters, and laser communication to
control the rudders and trim tanks; it then sails itself to its des-
tination. (I imagine these being used in the Lisbon assault; if the
OGRE is detected near enough to shore, it grounds, pops the bow
hatch and drives the rest of the way.)
