I like it, a lot.
Is it coincidence that you thought of this a couple days after someone
proposed a Legionnaire-B that looked exactly like a Legionnaire? :)
In general, I think these kinds of shell games make sense in the
Ogreverse and might even add to game fun here in Bushworld. Too bad
they're so useless in solo play.
I think that for Ogres, it might be a popular field mod to take a
crippled Ogre, and repair its weapons so that they look like they
might be functional, and then send it out again to frighten the enemy
by saying "boo!". Esp. if the Ogre could re-find units it had
previously trounced on its last rampage. The combine, with its lack
of a decent Ogre transport system after the fall of Britain, might be
especially tempted to do this ... unless their Vulcans are really,
really good at field repairs.
The shell game I really want to play, though, is with Superheavy
tanks. I would gladly pay 3vp for a fake Superheavy that could move
M3 but D0 and no guns. Imagine the GEV-herding potential. Imagine
how many Ogre Missiles they'd absorb, leaving the real SHVYies to
close the range and out-battery the Ogres. Okay, 3vp is too cheap for
the ability, but hey, cost by Da Formula is 0vp.
Similarly for howitzers.
