[Ogre] Legionnaire-B

The Legionnaire-B was produced in 2086, and was unique to the
Paneuropean Federation.  The Legionnaire-B is armed exactly like a
standard Ogre Mark III, but has a later-generation fusion plant and
improved drive train - in game terms the Legionnaire-B is movement 4.

Victory point cost is identical to an Ogre Mark III-B.

In the field, Legionnaire-Bs (or L-Bs, as they came to be called),
were slightly inferior to the Combine Mark-IV, but they could still
give a good accounting of themselves.  They were one of the most
effective Paneuropean cybertanks against the increasingly common
Combine LGEV swarms, and were occassionally seen as "escorts" for
Fencers and Doppelsoldners.

L-Bs were similar enough in appearance to plain Legionnaires that
enemy commanders couldn't be sure which they were facing until the
tank accellerated to its full speed.  Paneuropean AIs were notorious
for playing this advantage to the hilt.

Stutgart continued producing plain Legionnaires for the duration of
the last war, while Gotha produced only L-Bs after 2086.
