[Ogre] Armor Unit and Ogre Cost Formula (loooong post)

Am I missing something here, because if I put any armed Ogre into your
javacalc thing, one with 6 treads per inch at 4 inches per turn, and
another with 4 treads per inch at 6 inches per turn, your javascript
calculator turns out the same cost for both. One is clearly more
valuable than the other. What gives?
