The differences between the normal and Ogre cost formulas are to account
for the fact that for example a Main Battery on a move 4 Ogre is worth
more than the same gun on a move 3 Ogre because it has a greater attack
reach and can be moved to reach more distant targets.
In order to not have to have a different price for the same weapons on
different speed Ogres I split the full cost of each weapon into two parts,
a direct cost and a load cost.
The reason why the load cost gets divided by two is that a move 4 Ogre
doesn't stay that way forever while there's LGEVs pecking at its treads so
the average move is half the full move.
Then to find the full cost of a tread unit combine the cost value it adds
to the weapons it moves forwards to the Ogre's own ability to ram things.
The value of the treads as a ram weapon is a weighted average of the
Ogre's ability to smash armor units for no cost and run into buildings and
other Ogres at the cost of tread units.
When I ran the numbers I kept coming up with about 1 VP per tread unit (it
tends to increase a bit on later year Ogres) and since that was the
published value I simply rounded to that with a note about the increasing
load capacity of treads produced on later year Ogres.
It could use a bit of cleaning up.
