[Ogre] Unbridging the gap.

In fact, we can pretty much cut out the middle man by skipping the e23
part and just putting up any website.  Of course any idiot (myself
included) can just puke out rules, the issue is does anyone care?  To
get an air of legitimacy perhaps we could set up an "editorial review
board".
