Its an exceptional case, because the targets are the cities.  As the
attacker, if you can get some grunts in a city, not only is it very
safe (triple D), but also the enemy has to lose victory points to
shoot at you.

In Raid, Laketown often becomes a quagmire for the attacker. 
Defending infantry are impossible to dig out.  Either they focus all
their attention on it, wasting their prime time for more valuable
targets elsewhere, or they split their forces (never a good plan).  If
one platoon of black infantry make it into the town, supported
initially by a GEV stormfront which then continues past, the infantry
can probably bring down the whole city before they die.

Also, crashing a GEV-PC into the lakeside swamp in the NE corner
becomes a good option, since the platoon stands a good chance of
running the two hexes to the NE city.  Again, this should pretty much
wrap up that 5-hex city, netting 40 vp minus the cost of the PC and
infantry.
