What does "into or out of double weapons range" mean, EXACTLY for us
less learned?

It means that if you move within 6 hexes of an Ogre with a functional MB,
your troops die. Makes MSL useful as Inf interdicters as they reach out 8
hexes. And if there are HWTZ on the board, forget this rule as they cover most of
the map.
GEV-PC are still useful to move troops around in areas where they would
be shot up. As well as for Strategic movement.
