I've been thinking this over and to make it work as a book there will be a
few steps.

1: Come up with a license boilerplate that allows giving the book away.

2: Write the introduction to the book that gives the ground rules, such as
terrain, that the scenarios operate under.

3: Have the contest.

4: Judge the entries and send out prizes.

5: Format everything and send it in to Evil Stevie.

As for terrain, I'd like to make things so that the scenarios can be
played out either with counters on a hexgrid or as blocks on a table so
each map might be one or two letter sized pages with notes on how to lay
that out freehand.  (Note that each map must be an original creation so as
to not trip over anybody's copyrights.)
