one could assume that the 40 mph is NOE and thus gets the Ogre/Gev modifiers, 
OR, the unit can fly REAL fast (and high) and get NO defensive modifiers and 
get killed REAL fast...:-). I'd say that if infantry wants to play superman, 
let them get treated EXACTLY like a CM including getting react fires against it 
from all units and from laser towers...
