In my opinion you should keep it simple and not have a second die roll.

If you adopt this rule, Ogres will get weaker versus infantry.  To
compensate, I'd suggest dropping the restriction that AP guns may only
fire one volley/turn against a particular hex of infantry.  Even vet
players often are ignorant of this litte wrinkle, and IMO its just one
more thing for newbies to trip over.
