Oh, I agree - but in the case of my story, it's the Heavies that have to
get there, not the Ogre.  It's already there :)

In this case the economics are only partially important - it's not a
war, so to speak, it's a "Test to destruction" of a prototype AI super
tank that is located on Mars.  

The Heavies could have been manufactured on an L5 colony or the moon,
the question here is what's it take to get to 'down' to Mars.

However, once in orbit, someone on Earth decides to use the Heavies for
something else ...

(It's not actually an Ogre, but you get the general idea).
