Uh..."All units treat rubble exactly as though it is swamp except
Ogres.  Ogres treat rubble as though it is forest."  A quick look at
the terrain effects table reveals that every unit may enter swamp, and
that only HVY, SHVY, and Ogre are possibly STUCK in real swamp.

SHVY move like Ogres.

Ogres treat rubble like forest.

That leaves HVY which can get stuck in rubble.
