there really is no natural way up from the potomac (a river that
probably would qualify for a full-sized hex) for most of its length from
its banks. its carved a cliff that's just way too tall now. Same with
the Susquehanna in PA.
On the other hand, the St. Johns in Florida has shallow coast lines
through most of its length.
So really, I'd put it as a scenerio decision as to the coastline
altitude changes. if both players agree the river is shallow to the
land, then have the "wait" (accounting for the GEV to find a path up the
cliff). otherwise, let it be a "beach" and don't worry about it.
thus, it becomes an adjustable handicap if the GEV player is
exceptionally better than the defense, in the basic GEV scenerios.
on the realism of the scenerio taking place in Europe, the rivers do
tend to have cliff-coastlines throughout.
(in the end, *every* rule is adjustable to house rules, provided the
house is consistent within a game -- letter of the law rules normally
only apply to open tournaments at conventions and the like, and even
then there are house rules.)
