[Ogre] scenario: Fighting Retreat

There aren't many opportunities for retreat in Ogre.  The
move-then-fire mechanics really punish it.  This scenario is the
exception.  GEVs try to mount a guerrilla war against a superior heavy
armor force.  This scenario is **not** recommended for beginning
players, or anyone with a short attention span.  Be sure to check out
the Ogre Variation.
