We don't allow it to promote in that case.

The rules are pretty clear that pawns don't promote if they reach the last rank by means of a card, unless the card specifically says they do.

You're correct that Demotion does not say they promote, and since the new pawn is definitely in the last rank because of the card that was played, the pawn just sits there. 

We use this trick all the time.
