That's how I've always played. Pawns only promote if they make a normal move (without the use of a card) to reach the last rank, or if they do use a card that specifically says it allows promotion; anything they do on previous turns has no bearing on the situation.

If the use of a movement card permanently flagged a pawn as being "unable to promote, ever again, in the future" then not only would that make most pawn cards *far* less powerful (playing ONSLAUGHT on the first turn prevents you from ever promoting again?), but it'd also be a bookkeeping nightmare to keep track of which pawns are flagged.
