[INWO-list] Crazy INWO variant idea

I just thought of this, and I know the idea isn't feasible as it stands, but
I think it would be interesting and entertaining to try to make it work.

The Illuminati are massive conspiracies, and they've been doing the
string-pulling for generations. Why should they have access to only five
random Plots at a time? Wouldn't it make more sense to have every plan
available at once?

Every player has an OBD as their deck. There is no differentiation between
hand and deck. Each player may play any card from either the Plot or Group
deck at any time, as all cards are considered in hand. [The game would
therefore necessarily begin with a flurry of Goal discarding.]

This would abruptly change the values of many cards in the game. Crop
Circles and the Bank of England would become much less useful, while Nice
Idea. It's Mine Now and Xanadu would become all-stars.

Does this sound at all intriguing to anyone?
