Yes.

Bart isn't allowed to do much.
If you read OKM he is prevented from taking actions and free moves. Actions
are, well, actions, and there are a list of free moves in the handbook (you
can find version 1.2 on SJGs website, or via my site
http://home.worldonline.dk/nyskes ). Free moves include drawing plots,
creating links, trading cards and discarding.
I think that leaves his hands pretty tied, but you never know.....

Homers turn ends immidiately. That kills all phases, and the chance to
declare victory! (Power grab works in the same way). The game immidiately
fast forrwards into the next players turn (well, except for the chance to
cancel) - meaning that any players who wanted to sneak in some plots before
then are out of luck.

OKM does not end the turn like SEC does. He still gets his phases, and as
declaring victory is not a free move, he can do that too.

Oh - and how to play chat?
Well, it requires trust, as there is no specific chat tool.
But other than that, you just play and write a lot. Some special chat rooms
have dice rolling features, but otherwize you can have the 2 least involved
players roll 1 dice each for any attack that occurs.
I know 2 swedes who have been looking for a chat game. Let me know if you
(and yours) are interested.
