well "invincible" was a strong word choice... but in a 4-way game, there 
are likely 3 other illuminati out there you're up against, so hopefully 
you'll get to screw with at least one of them.

use the dead plots for those big thule attacks and to power those big 
sell-outs... but we need some plot draw abilities.

so we're going to use the network to draw two plots per turn, and we'll 
have to have some supplemental groups... bank of england, what else 
is there? also some s&l scams perhaps interspersed in the plot deck.

ah yes. i forgot about recycling centers. they can keep getting back that 
illuminati group that you just used to cancel an action with. now we need 
to give them multiple action tokens. big sell-outs will do that a little, 
but what else? recycling centers only have a single in arrow, no 
alignments, and are just green, so this is going to be tricky. using let's 
get organized will lead to too delicate of a combo. in fact, plot stuff is 
hard to rely on at all with this deck. so perhaps we should rely more on 
group effects since we have plenty of open slots there.

we could perhaps include OMCLs and NASA to turn recycling centers gov't 
for one extra token per turn... with the added benefit that OMCLs are 
useful in general. center for weird studies is another automatic choice 
(which i'm not sure why i didn't think of until now). with recycling 
centers, OMCLs, NASA, and center for weird studies, we should be able to 
use an illuminati card in our hand to cancel 4 actions from a specific 
power structure in a single round. and let's not forget to include the 
NPCs for a 5th one. now we need to just give ourselves some immunity 
because WE'RE GOING TO HAVE OUR ASSES KICKED ASAP!

i like this deck idea. please improve on it! (of course we are assuming 
the alternate agents rules :)
