Yep, but can't be cancelled (like current agents).

I don't think so.
The "cost" is that you need to guess what illuminatis (or other groups) your 
opponents are playing.
You could very easily end up with a _lot_ of dead cards in your hand.
I have a hard time seeing anyone actually putting 3 of each 11 illuminatis 
in their plot deck, and then drawing the right ones. And even if they did, 
that's 3 cancelled actions and a lot of dead plots.

I might gamble a bavaria card or a discordia card, but hardly a deck full of 
them.

That would help.
But I don't see this as a killer strategy at all.
