OPEC is indeed also at the heart of my supreme bid - be it legal or 
not......

Use OPEC, and a Bulldada to get a power of 10. Make it government.
Make it the puppet of Lyndon LaRouche.
He copies the printed power of any government puppet.

The printed power is either:
10 - in which case Lyndon also gets 10,
or 0 - in which case this is illegal,
or the text on OPEC, in which case you need another Bulldada/Murphy to make 
it a 10.

Assuming they both have 10, add the government alignment to Lyndon, and 
violent to both.
Then throw in 2 cyborg soldiers: 20 + 20 = 40
Then a clipper chip = 44
Then a messiah for good measure = 48.
