I got my old friens OPEC that I just got to use.

New York and Opec. Opec made Government, Criminal and Violent.
New York is 7 power.
OPEC is 11 power (you use a Bulldada and get +1 from New York).

Both get a Cyborg Soldier. --> New York is 14 and OPEC is 21 (35)

And then you add a clipperchip. (39!)

There may be some other trick that you can use to increase this. But is is a 
migthy good start. Add a Bavaria and one NWO and you've won the game.

Ah, whatever.
This is what I came up with:

Philo Drummond controlling the Vatican City.
Both are made violent and government, the Vatican city is made weird.

Philo and Vatican are both raised to 6 (New Blood + Emergency Powers): 12
Both get cyborg soldiers: 24
Clipper Chip: 28
Power Satellite on the Vatican: 30
Philo is the Messiah: 36
The Vatican has the 3-Fisted Tales of Bob: 38!

(Now, I've actually got one which might break this, but I'm not 100% sure 
that it is legal).
