IMO they never get used because: They have to fit your deck, they are quite 
expensive, and you need to have guessed what your rival is playing.

IMO, the freezes would be a little better if you only paid for a full 
freeze. I.e. using them to cancel a single action should be free. That might 
make them more interesting.

Zaps, freezes and paralyzes aside, I also think that a lot of the other 
plots are overcosted/useless.
