Well, if IT hasn't yet infected your group, then congratulations :)
This is what I think is the problem with IT:

*"I can put better cards in my deck than IT".
Not for the purpose of tuining your rivals chances.
a) In a 3+ player game, where everyone is equally good at the game, odds are 
that you will not be the first player to reach your victory condition. 
Unlike a lot of cards which _might_ prevent victory, IT is certain to 
prevent victory (if succesfully played). The fact that it is free just adds 
insult to injury.
b) If you _are_ the best player in your group, then you can beat the odds. 
However, if everybody knows this, the inferior players know that they will 
need IT, and pack more.

So, chances are that most players will need IT, and should put a few in the 
deck.

*"IT is so easy to get rid of".
Perhaps in theory.
a) The card is played to prevent a victory. In a 3+ player game, this means 
that there will always be more players willing to see it get played/stay in 
play than not. You may have cancellers and blue NWOs, but it is fair to 
assume that your rivals have more IT+cancellers of these shared between 
them.

b) Once the card is in play, the victory will be foiled. This leaves the 
would-be-winner open to a crippling counter attack. This may prevent players 
from even wanting to be the first to declare victory.
Also, once in play, it will usually benefit only one player to get rid if 
it, nameky the one closest to victory. Again, his rivals, having more cards 
and (presumably) equally twisted minds, ought to have the advantage in 
preventing this from happening.
