[INWO-list] Modified x/y goals

Hi all,
in the past I've argued for turning all of the "absolute" goals into 
"relative" goals, i.e. goals tied to the basic goal. I think that this ought 
to apply to the x/y goals too, (Let them eat cake, power to the people, up 
against the wall, hand of madness, and kill for peace).

But how should these goals be worded to be balanced?
How about this:
"You may count any x group in your destroyed pile as one group each towards 
the basic goal, (or as 2 groups if you're cthulhu). However, you may not 
count more such x groups, than you currently have y groups in your power 
structure".

Would that be too weak?
It would certainly make these goals less seppuku-prone.

Would it be better to have them count as 2 groups, like the population 
reduction goal?
