Hi Björne,
I had a specific scenario in mind, but I'll lay down some ground rules with 
a little leeway, to see if any more interesting solutions pop up:

Your plots will not be cancelled.
You have plenty of group cards on hand.
None of your rivals have more than 2 groups in the same "arm".
The power 2 or less restriction applied as you entered your main phase. 
(Your ATO took you to 5 groups + illuminati).

If your solution requires dice rolling, then your _total_ chance of 
succeeding in all your rolls should be 50% or better.
