Oh I do wish I could look up what you're quoting; it's right up my alley.

The Angel of Spies (Nisroc) features heavily into my plot, so of course I've taken some liberties with him. Being a Death Note freak I've modeled him somewhat after L (the live action version, himself a meshing of L, Mello and Near). In any case, I look at it this way:

Nisroc is a servitor of Michael, but clearly on good terms with Dominic. Functionally that makes him the "red phone" between the two. While Dominic may not be hostile to Michael, Mike is War and hostile to Dominic. Multiply that by two Seraphim and I don't see those two sitting down to talk out anything without a mediator. Enter the Mercurian Angel of Spies, who they both rely on.

Dominic's got his organization of Internal Affairs guys, and Nisroc runs that. I see that as a function of his bridging the two AA--easier to watch Michael when working for him. This also means, however, that as Spies he's got a certain amount of privilege, that the two and others like the Seraphim Council will accept "That's classified" as an answer from him.

I don't see Laurence as sophisticated enough to understand all that sneaking around as a Good, so I figure he's largely left out of the loop. Certainly he handles any human spies/soldiers (in theory...in practice I'm sure plenty of AA's have 'forgotten' to mention a soldier or two to General Greenhorn) but in general he likes to put everything on the table, and that runs counter to spying.

And likely it all goes to Laurence. He is the Commander, after all.
Although I expect the Seraphim Council will want a kibitz.

What did Eli say?
A lot of it didn't make any sense.
Yeah, that sounds like him.
