As William pointed out, Valefor only appeared after the disappearance
of Rapine (what the heck was that guy's name again...?), and Janus has
been buzzing around since before the Fall, so Brights of Wind
preceding Lilim of Theft makes perfect sense. A "bonus to disrupt the
status quo," as Jon puts it, is rather different than an extra chance
of forcing someone to steal something--and I agree that a Bright
Geasing someone to steal something from someone else is something
Dominic would have issues with. An attunement which makes it easier
for her to do so would give Judgment even more headaches.
I would like to propose an alternate Bright Lilim of Wind attunement, if I may:
Misers fear Gifters not for what they offer, but for what they might
be forced to give away. A Bright subtracts her Celestial Forces from
her victim's Will to resist a Geas to give generously to the poor for
a number of days equal to the Geas invoked. Gifters are the original
Robin Hoods--only more charming, and (generally) less violent.
Sorry for not answering any of your other questions. I can't recall
canon stipulating on any of those points, Randy, but I see it as a
feature rather than a bug....
