It's entirely inappropriate, but the first thing I thought of when I
read that is 'He say you Blade Runner...'.
A very nice setting though and it could be cool to send some PCs there
to track down The One Celestial who can handle situation X.
Of course it would be even cooler to be the celestial that has to be
lured out of 'retirement' but that's another type of campaign again.
