It's a sort of an endorsement from Marc. Tax collection agencies that he
regards as reasonably fair in their operations, and which get given an
acceptable tax system to run by their governments get a few angels of
Trade to help run them. Usually three - some call them Triads of
Taxation - but not, normally, operating together. They do tend to end up
in the special-cases unit of the tax service, though.
The Elohite will be one of the officers who deals with appraisal of
goods. Pointing out, occasionally, that the client's valuation seems
excessively low or high, and that it would be as well to get an
independent figure is not the sort of thing that draws too much
attention, and helps keep things fair, in both directions.
The Malakite will be amongst the auditors. Knowing what the obfuscated
paperwork means to the people who work with it can only be done close-up
and personal; if a Hell-linked business is trying to survive an audit
intact, that's the kind of place they'll expect to find an angel, and
Malakim are generally happy to be drawing the fire.
The Mercurian is the scary one, though. She pulls lots of information
out of thin air; she'll be amongst the humans who question business
owners, and others who actually profit from dodgy dealings. It's not
evidence, and she can't tell anyone. But she knows where to look at the
details, and what was actually legitimate and undeserving of scrutiny.
Seraphim are too unsubtle for this job; you need to be able to think
like a human to do it well.
