Thanks for comments! The Canopy is described in Heaven Hell page 74. The discussion of Heaven's weather ties in nicely with our next Rite:

Rite: Spend an hour in a thunderstorm, on a cliff

The Eternal City is the original on which Jerusalem is based, so naturally Heaven has the original of Mt Zion.

Back when the elemental Archangels were united, David raised the Mountain to protect the Eternal City from the wild winds that blow from The Canopy of The Groves.
Here Jean built his original Cathedral, the cliffs permanently torn by storms and sheet lightning.

The angels who remain permanently on the Cliffs are those who proved unable to adapt to modern machinery, and so remained when Jean inherited the Halls of Progress from Raphael.
These technophobes are still allies of Stone, and remember the days when Lightning was part of the war faction with fondness.
They are occasionally sent to the Corporeal when a Technological plot must be thwarted violently – Elohite to the core, Jean appreciates that these Servitors cannot be tempted by the potential uses of Vapula’s creations.

Most Sparks come to the Cliffs at least once a day to ‘clear their head’ and delight in the raw power of Lightning. Lapis lazuli blue adorns the mountain, allowing travel using the Ofanim of Lightning Attunement.

Accidents can happen here; this is real lightning, capable of considerable amounts of damage. Fortunately, lightning follows predictable paths, and guides strive to prevent visitors from frying themselves.
Only a handful of idiots are been struck; normally the lightning vents itself safely.

These mighty forces aren’t wasted though. Jean long ago worked out how to run a power station from lightning strikes, and massive turbines have been built into mountain, producing power for the Halls of Progress.
His Servitors can also be found here, resting against the turbines.
