The hunting Novalis story is from the challenges of Michael (which was a great idea for a series):

Novalis would do very well in this, given her Nothing But Flowers attunement - she'd clean up at Dawn.

Superiors playing would be more interested in spreading their Word than in winning a Rite - thus if Eli was in town, he'd set it up so that you could only find him if you were Creative; if you burned with obsession you'll find Gabriel, and so on.
Of course, if you Need to find Lilith, then the referees *will* disqualify you.
