You could have receiving dissonance break the attunement's effect.   
It'd be really annoying after a while... just the thing for Dark  
Humor with a death-wish.

Then again, most people don't think about long term promises like  
wedding vows or phone contracts.  They just go on doing like they've  
always done.

mmm...  Speaking of phone contracts, they have a monthly reminder  
called a "phone bill."  Not remembering that you signed up for phone  
service would make people think "brain damage" or Altzheimers, but it  
wouldn't necessarily make them refuse to pay the bill, especially if  
they look at their records and see a history of payments to the phone  
company.
