IN> A small tether question

Sorry if it's been asked before--hectic week here.

I have a fair enough grasp on how tethers form, and have seen a few writeups.  For MHC (my play by post) I've set a tether of Janus on board a commercial aircraft.  Now *I* know why this particular plane is a tether to Wind, but would that be *common*  knowledge?  It ties into a spoiler so I'm squeamish to reveal it out of hand, but at the same time I'm trying to stay as close to canon as I can.

This tether would have been formed within the last 20 years, and possibly within the last ten.  How well would your average PC angel know the origins of such a tether?
