Renegades could still access their Rites if they chose.  However, this 
would give their Prince an idea of their location and activities, 
because a Rite is a conscious transfer of Essence from the Prince, 
albeit minimally so.  In a sense, a Rite is nothing more than a 
contract; the holder undertakes an action the Superior expects to 
generate diffuse Essence in the Symphony in support of the Word, 
combined with certain ritual elements that make it a very simple sort 
of attention-getting Invocation.  The Superior authorizes a transfer of 
Essence now against expected future return.

This is tangentially addressed in the Asmodeus writeup, where it is of 
particular importance: Renegade Gamesters with any sense will forgo the 
extra Essence at sundown.  Invoking the Superior you're running from 
isn't a survival strategy.

As for the Redeemed: a Rite being little more than privileges at a 
commissary, a Prince can grant a newly redeemed demon access to his 
reserves easily, just as he could choose to pay attention to a regular 
Invocation from any particular being in the Symphony.  Spending a point 
of Essence every now and then to tempt an angel into acts that support 
a demonic Word, involve ritual elements that lead to Dissonance as 
surely as lying in Helltongue, and reinforce old bad habits?  That's an 
easy sell.
